MPSC Lifeline Discounted Telephone Service

 

We encourage eligible, low income residential customers to take advantage of available discounts on their telephone bills. Lifeline is a federal program that provides customers with limited incomes a discount of $11.25 per month (up to $12.35 for customers age 65 or older) on basic as well as more advanced combinations of services.

Consumers have the option of blocking outgoing long distance toll calls free of charge.  If the applicant elects this option, your local telephone company will not collect a service deposit in order to initiate Lifeline service.

 

There are different discount amounts available depending on the criteria a customer uses to qualify for the program. They are:

Group A. Customers who participate in one of the programs listed below will receive both a federal Lifeline program discount and a Michigan-specific discount totaling $11.25 per month (up to $12.35 for customers age 65 or older) on voice or bundles of voice and broadband services. Customers who live on federally-recognized Tribal lands may be eligible to receive up to $34.25 in total per month discounts and up to $100 off the cost of initiating service. (The Michigan-specific discounts do not apply to “broadband-only” services so these services will only receive the $9.25 federal Lifeline discount.)

  • Medicaid

  • Federal Public Housing Assistance

  • Supplemental Security Income (SSI)

  • Supplemental Nutrition Assistance Program (SNAP)

  • Bureau of Indian Affairs General Assistance (Tribal residents only)

  • Head Start (Tribal residents only)

  • Tribal Temporary Assistance for Needy Families (Tribal residents only)

  • Food Distribution Program on Indian Reservations (Tribal residents only)

  • Household income below 135% of Federal Poverty guideline

Group B. Customers who participate in one of the programs listed below do not qualify for the federal Lifeline program but will receive a Michigan-specific discount totaling $10.25 per month (up to $12.35 for customers age 65 or older) on voice or bundles of voice and broadband services. (The Michigan-specific discounts do not apply to “broadband-only” services.)

  • Low-Income Home Energy Assistance Program (LIHEAP)

  • National School Lunch Program

  • Temporary Assistance for Needy Families

  • Household income between 135% - 150% of Federal Poverty guideline

Group C. Customers who participate in one of the programs listed below will receive a federal discount of $9.25 per month on voice, broadband or bundles of voice and broadband services. Customers in this group do not automatically qualify for the Michigan-specific discounts, however some service providers may choose to voluntarily offer them. (The Michigan-specific discounts do not apply to “broadband-only” services.)

  • Veteran and Survivors Pension Benefit Programs

Regulations established by the Federal Communications Commission for the federal Lifeline program prohibit any household from receiving more than one Lifeline discount and Lifeline customers will be asked to verify their continued eligibility for the program on a regular basis.

The federal Lifeline program is a government assistance program, the service is non-transferable, only eligible consumers may enroll in the program, and the program is limited to one discount per household. Please review the application carefully to ensure compliance with federal regulations.
